Credentialed API clients
Each consuming system is registered, scoped and keyed. Keys are salted-hashed at rest and shown exactly once.

Unknown routes, unscoped calls and disabled clients are rejected before any business logic executes.
Enforced rate limiting
Per-minute, per-hour and per-day quotas are counted durably and violations are recorded for review.
